Right now in columns and rows, although I'd prefer to have it be
something similar to window manager border formats (specifically
Enlightenment, although other window managers have adopted this approach
as well): each window placement element would have a relative and
absolute component

Yes (and reverse tab order as well).

There is a color palette in the config (the one at the bottom of the
raggle executable if ~/.raggle/config.rb doesn't exist).  The numbers in
the theme are indices in the color palette array.

I thought about doing that, but I didn't because colors are really a
per-terminal client thing.  I guess that would be slightly more
intuitive, although it would break the theme format.
